ACTIVE IN MUNICIPAL FINANCE
Recent Activity in Tax-Exempt Financings and Municipality Authority Reorganizations

HARRISBURG, Pa. –- April 10, 2009 –- Robert H. Long, Jr., Esquire, Senior Municipal Bond Attorney and leader of the firm’s Public and Municipal Finance Practice Group, is pleased to announce the firm’s recent closing, as bond counsel, for the Shippensburg Borough Authority’s (Cumberland and Franklin Counties) $15,000,000 water project financing.  Other closings have been recently concluded for the Township of Hampden (Cumberland County), The Municipal Authority of the Borough of Cresson—Water System (Cambria County), Middlesex Township Municipal Authority (Cumberland County), Bear Valley Franklin County Pennsylvania Joint Authority (Franklin County), Greater Hazleton Joint Sewer Authority (Luzerne County), the Township of Kline (Schuylkill County), and Bloomfield Borough Water Authority (Perry County).

The firm also served as lead counsel in the reorganization of a large sewer utility system from an existing municipality authority on behalf of the Borough of Frackville (Schuylkill County), the incorporating municipality.  The firm serves as bond counsel to the Greater Hazleton Joint Sewer Authority and is currently engaged by it as special counsel to assist in structuring and drafting agreement in the acquisition by the Authority of sewage collection systems from its member municipalities. 

Mr. Long is actively assisted in the firm’s engagements by associate attorneys, Charles E. Thomas, III, Esquire, and Jennifer M. Sultzaberger, Esquire, in preparing and concluding the bond transactions.

Mr. Long graduated from the Dickinson School of Law, where he was an Editor of the Dickinson Law Review.  Heis admitted to practice in Pennsylvania and Florida, in the United States Supreme Court, the United States Court of Appeals for the Third Circuit, and the United States District Court for the Middle District of Pennsylvania.  Mr. Long has actively practiced and specialized as a municipal bond attorney throughout Pennsylvania for 40 years.  He is a co-draftsman of the Pennsylvania Local Government Unit Debt Act, has lectured on state and local government finance, and has co-edited course books for the Pennsylvania Bar Institute entitled, “Trends in Municipal Finance” (2007), and “Municipal Finance- Challenges of Current Market and Structures” (2009). 

Mr. Thomas is a graduate of the University of Michigan and earned his law degree from the Wake Forest University School of Law, where he served as Business Editor of the Wake Forest Law Review.  He also holds an M.B.A. from the Babcock Graduate School of Management at Wake Forest University. 

Ms. Sultzaberger graduated from Dickinson College (summa cum laude) and earned her law degree from the Pennsylvania State University Dickinson School of Law, where she was a member of the Woolsack Honor Society.

All three attorneys hold memberships in the American, Pennsylvania, and Dauphin County Bar Associations and are actively engaged in the National Association of Bond Lawyers (NABL), Pennsylvania Association of Bond Lawyers (PABL), the Pennsylvania Municipal Authorities Association (PMAA), and the Pennsylvania League of Cities and Municipalities.
