Speaking Engagement:  Charles E. Thomas, Jr. to Speak at PREA Lawyer/Cooperative Chief Executives Conference

Charles E. Thomas, Jr., Managing Partner at Thomas, Long, Niesen & Kennard, will speak at the 2009 Annual Pennsylvania Rural Electric Association (PREA) Lawyer/Cooperative Chief Executives Conference on Wednesday, October 14, 2009, at The Penn Stater Conference Center Hotel in State College, Pennsylvania. 

Mr. Thomas will provide an overview of Act 129 of 2008 and its expansion of the Pennsylvania Public Utility Commission’s oversight responsibilities and imposition of new requirements on electric distribution companies, including energy efficiency and conservation programs and smart metering.  Mr. Thomas will also discuss the discontinuance and termination of service to leased premises under the Pennsylvania Public Utility Code and the Commission’s burden of proof analysis under the Waldron doctrine.
